Preliminary squad isn't a prerequesite, just some fad that everyone seems to do nowadays hence some are less than 30. Well it is, each nation had to name a squad of up to 30 by 11 May and then has to submit a final squad of 23 by 1st June. Only one team didn't name a preliminary squad and submitted a list of 23 players on the 11th.
