It's basically Quake 3 plus its expansion for free (ingame ads) through the web browser. It has all of the modern stuff you'd expect of a shooter (persistent stats, leaderboards, friends lists, etc.) but with the classic gameplay of Q3. Can't say much more, sorry. Well, Quake 3 was released in 1999, so I'd guess it will run on anything (maybe even onboard graphics) nowadays. I didn't see a mention of any requirements when signing up.
