Normally the manner in which it beeps is a 'code' as to what is wrong with the computer. I *think* said codes tend to be documented in any motherboard booklet that you may have / the website of the motherboard manufacturer.

Mine beeped cos it overheated, but I think that'd be quite obvious as it'd knack after a while.

Yeah sometimes an attached device might cause it to beep at start up trying removing the mouse/keyboard and see if it beeps then. I think 4 beeps is normally power on a HP....

A format won't fix the problem.

If you have a pre-built p.c look on the makers website for your model and download and install all the motherboard and display adapter drivers for your system, i'll assume you have onboard gfx.

If you run your p.c without drivers you will notice stuff like when you scroll down a page for instance the text will jump instead of scrolling smoothly, you will get beeps from the speaker as well while doing this. Also you won't be able to change your screen resolution above the default.

Obviously because you are booting into windows it's not a bios warning otherwise it would just hang and not boot.

If you get stuck post the model of your p.c here, if you can't get it you'll need to identify your motherboard.

There's also a chance it could be a faulty keyboard or similar, it would be prudent to unplug all of your usb devices and try a different keyboard if you have one spare before trying the drivers. It'll be one or the other.
