Think it's only based on age regardless of how long you've worked there. Pretty sure it's just a way for employers to shaft young workers, tbh. I've been looking on the web like and it appears that the above is the case, however it is now £4.83 an hour. It's a fairly decent amount really for minimum wage - or maybe I just don't realise how shit it is because I've never been paid more than that yet, haha.
