The 'pecking order' (TM) used to work because the high risk signings would be bought by lower tier clubs, do well and then get their big move. 
But now in an age of PSR, the top clubs want to get in early, leaving the rest to fight for scraps. They hoover up all the decent talent - even as backup. 

So even the signings that were made by cartel, many of them would be signings anyone outside the cartel to mid table could reasonably have made before getting their big club move later.  

E.g. Delap, Gittens, Pedro, Madueke, Hato, Leoni, Ekitike, Ait Nouri, Cherki, Trafford, Nypan etc are all players you can see playing for anyone from Newcastle, Villa to a Brighton, Forest and even a Bournemouth. 

Arguably, only Wirtz, Frimpong, Reinjders, Estevao, Gyokeres, Zubimendi, Sesko/Cunha/Mbuemo are the ones you expect to sign only for top 6 clubs at this point in their career.
