They basically print a load of tickets, leave them lying round in schools, pubs etc, and then declare them as handed out.

 

On march day, they're all counted. Even if people don't turn up. Even if the tickets are still sat on a shelf in a pile, or have been binned.

 

All because they're so desperate to keep the attendance numbers up. It's pretty pathetic and incredibly small time.
