Based on nothing other than clubs i deem to be proper football clubs (decent support, bit of history/stature) In no particular order(other than into my head):

16 downwards i was really stuggling i have to admit. A lot of other teams that came close. I'd quite like to see Cardiff in the prem even tho i know a lot wouldn't.

I thought about Birmingham, even though they've only been in the top flight for a couple of seasons in my lifetime, I still consider them a big club for some reason.

 

Bolton to me, along with Wigan, are the epitome of a club that is not top flight material in any shape or form. They'll have to win it before I think about putting them in.

Aye, Reading, Charlton, Pompey and Fulham fall into this category for me too same with Boro if they weren't a local club too.

Oh dear.  Portsmouth ahead of Sheffield Wednesday best I say nothing.

 

Ipswich are bigger club than Norwich by any measure. They've seriously competed for the title in the last 25 years, slightly bigger fanbase, definite bigger away support, have been Champions of England, would get 30,000 every week in the Premiership, have a European Trophy.
