The fact is that Almunia went for the ball, missed in a big way and took out a falling Rooney.

 

What was causing Rooney to fall before he reached the keeper then?

 

Instinct (ie dive)

 

If Rooney had gone down but Almunia had got the ball then that'd be fine, since sometimes clashes are inevitable.. but Almunia didn't, he went down towards Rooneys feet when the ball was in the air above him. Regardless of where Rooney was or what he was trying to achieve by going down, Almunia got in his way before he actually did it, creating a foul. By doing what he did the keeper made anything that Rooney was trying to do look like momentum more than simulation.

I don't think anyone is debating that it's not a penalty. However, Rooney dived and was then fouled.
