This is the way to go or go up to 32 teams. There are still good to decent teams like Holland, Serbia, Denmark, Norway, Greece, Bosnia-Herzegovina etc. that didn't make the cut and I like that small nations get their chance too. Only top two qualifying should make the games better and I don't think the quality of football would suffer with 32 teams. Only problems are that it would make the qualifying process almost worthless and it would be a massive event to host.
