He has a point though. Why would any prospective, ambitious new buyer of a football club bother with a PL one when these anti-competitive restrictions don't apply elsewhere? At the very least this will diminish the potential value of all the clubs as it puts an artificial ceiling to what can be achieved, in theory at least, unless and until our lawyers have made mince meat of it.
