#1 I would agree on this approach. Not sure on exactly what the number should be but it should be ‘the same for all teams. I would prefer #2 be something like you must escrow the wages at the end of the transfer window until the next window to ensure you can fund the wages and if you can’t, a penalty could include a transfer ban until you are able to fund the wages.
