I'm not 100% definite, but all La Liga players have to have a clause in their contract that lets them leave if a certain fee is matched. Iirc Figo told Pérez that he would go to Madrid if he won the elections and they had a bid accept as he thought there was no chance they would be able to match his minimum fee release clause.
