No it doesn't. It says it's not clear whetherit will be accepted or not. And if it was clear whether they would or not, they'd have got the decision by now. It basically says the length of time it has taken makes them less confident that when the decision comes, it'll be an acceptance.

We didn't see the best out of Milner because we wanted him to be a rail down the wing, whip the ball in winger, which he's never been. He's never had pace. He played a few games at CM for us and I remember him looking really good there. But he was always destined to be shouted at by our fans because he wasnt beating players on the wing.
