Head to head in a 3 game group makes sense imo, the 2 teams would have likely played each other within the past week so if you have beaten them it's fair that you finish ahead of them tbh, unlike a 38 game league where it just becomes a bit of a lottery.

Surely Holland cannot actually go through? The most they can get is 3 points, the ammount that Denmark & Germany are already on who have both beat them, so they will finish below both on head to head no matter what the results are today? The head to head rule is better in a group format imo, in a ~38 game league goal difference is a good marker of how good the team was throughout the season, in a 3 game group though it means nothing imo.
