No more so than a player going down and getting treatment or a 'keeper taking forever over a goal kick. The game doesn't flow all the time in the first place. But this isn't replacing that. It's adding to it. In that instance he watched it over and over about 8 or 9 times. Just felt way too long. So we should see more added time, and we have seem 5+ most matches.

The IFAB even released a statement because of this. Yeap, if you're in the opposition part then the ref can't kick off. If not they can, so that 1 England player on the line basically keeps from play from restarting. This is just not true. Fake news from some tweet the other day. For the other team to kick off all players from both teams have to be in their own half.

It's far too simplistic view to say the first decent team we play will beat us. Against a decent team they will have to concentrate and defend properly and they won't switch off anything like as much as when playing against teams like this.
