It's up to the club/team to give people a reason to go to these games. However, you're completely right. The crowd is limited because it was a Europa League match, that's all. 20,000 people didn't happen to have a night shift, it's just not that interesting a game to go to, especially when you've got to buy a ticket in addition to your season ticket.
