I put it to you that neither of these two scenarios will happen. Unless of course you think that Jackson and Wissa will meet the "required standard" litmus test for replacing Isak. As has already been pointed out in the thread, Watkins has already passed his peak (that goal in the Euros last year was his peak moment). He’s not worth paying anywhere near £60m. The bottom line is that there is no adequate replacement for Isak available for a fair price this summer.

If he really wasn't for sale then NUFC could end this saga swiftly by releasing a statement on the club website saying so. The fact that they haven't done that speaks volumes. They are obviously hunting for a suitable replacement and if they find one then they will open the doors to the dippers to put a bid in. This is going to drag on until the end of the window.
