It makes sense on every level. He's an international player thats young and has not played regularly for his club and, therefore has underwhelmed. The only negative is the fee but if he does well that will easily be increased give him the #9 AP...speculate to accumulate.

Fair point, but I wish we'd straighten all this out beforehand with the player rather than wait two months before finding out what he wants.
