I half get that but then you would still have people selling tickets as their would be willing buyers. Touting has always existed even before the internet days as well.
UK passport is fine.
Non-UK passports are fine if you've already got a visa to visit or have residency in the UK (you have to show this to airline staff, was a story of a polish woman almost missing her flight because of it).
A note for those coming over from abroad (except Ireland), you'll need to apply for an ETA (went live from 8th January).
