I think that shouldn't be a surprise to what Howe has also said in the past. It's about whether at a much larger club etc he accepts a much larger infrastructure etc in terms of recruitment.

It's astonishing the income levels the PL has compared to other leagues yet it has ridiculous debt levels etc. I think La Liga with it's budget system that clubs have to submit is a better base to get costs under control.
