Firstly, as far as Uefa are concerned England and Scotland are completely separate entities. Secondly, what about the terrible violence in Italy recently? Including the death of a policeman? Did that stop Rome getting the CL final the year after next? You have far worse hooligan problems in places like Russia and Turkey but they've been awarded CL finals. Same goes for Greece.
