Probably just the simplest answer - spotted the ref lifting the whistle to his mouth.

this person, and someone else a few rows back also in black sleeves, was also watching whatever shay was and goes early.

 

my working theory is they know ref body language better than most and could tell he was going for the whistle well before it got to his lips, based on time of game etc.
