On target basically means they have to get through to the keeper to be saved (not sure about efforts off the line). On target but stopped by a defender usually counts as blocked which is a separate category in the stats.

Yeah Sevilla's price is crazy to me, Dortmund have been absolutely shocking the last month or so.

Not sure his Dortmund departure was random. They had a terrible season Random as in I didn't expect him to leave mid-season. They were having an awful season but thought the whole 'right time to go' narrative would've happened in the summer. He did leave at the end of Dortmund's season.
