Lets not forget that without Neymar, PSG would've beaten Barcelona in the CL. The league standard is obviously poorer, but the only move he could make from Barcelona in that case would be to the PL and clearly no one is willing to pay his release clause. Also don't forget he's 25 and the 3rd richest player in the world of football. He makes enough money already to become the richest of them all towards the end of his career.
