The reserves for teams like Wolves can't, and that's why it's different to for instance Man Utd vs. Hull last season.

Harder to enforce with the "big" teams as their reserves are still better than most of the rest of the league. With teams like Wolves though, it's very much obvious they didn't field a team with the intent to win the match.
