The person that FIFA says signed off on that wire transfer was not actually employed by FIFA, but rather by a confederation. 4. That person, coincidentally, died last year. 5. FIFA also says that its secretary general, along with every other major official, had no idea about the transfer of $10M of its money. 6. FIFA goes on to say that the secretary general doesn't even have power to authorize such a transaction, despite ... 7. ... the FIFA statutes from 2008 listing, under responsibilities of gen sec, oversight of all FIFA accounts.
