The payment was ostensibly for a project that, as far as I can find, has no internet presence (reports, updates, etc) at all. 3. The person that FIFA says signed off on that wire transfer was not actually employed by FIFA, but rather by a confederation. 4. That person, coincidentally, died last year. 5. FIFA also says that its secretary general, along with every other major official, had no idea about the transfer of $10M of its money. 6. FIFA goes on to say that the secretary general doesn't even have power to authorize such a transaction, despite ... 7. ... the FIFA statutes from 2008 listing, under responsibilities of gen sec, oversight of all FIFA accounts.
