Because Bale saw an outstretched leg and absolutely went for it. The idea that you should get a pen which is like an 85% nailed on goal from a position where if he hadn’t caught the leg he’d have probably had a 5% chance of a goal. Games shouldn’t be decided by pens unless they’re denying a clear and obvious goal or there’s a proper foul where someone gets taken out in the box, not someone choosing to collide into an opposition player
