Seems like a lot of clubs broke their transfer records this summer. Arsenal (possibly Ozil), Spurs, Norwich, Swansea, West Ham, ?Southampton, Cardiff, Palace. Man U also offered a record fee for Cesc.

You mean home-grown players? The home-grown rule is that you must be registered with club(s) in that association for 3 years before the age of 21. In this case, having a UK passport makes it easier for renewal of their work permits and nothing more since the PL has no foreigner limits compared to other leagues.
