That element is a conspiracy but it’s a widely popular one because the circumstances, evidence, numerous testimonies, and historical precedent are no less lacking in evidence than verifiably true conspiracies like Iran contra, cointelpro, watergate, paperclip etc. Antisemites will believe it solely because they’re antisemites and it helps their conspiracy theory, but that doesn’t make it the driver for why it's widely believed.
