I think you dont HAVE to have 8 players locally trained(hg) but you must have 4 club trained, which can be youngsters but that would use up U21's in your 25 squad limit with players, which would not need to be in it usually as they are under 21. You might have 5 and the other 3 slots stay empty. So it really doesn't matter how many you have but it helps your squad numbers. "If the club doesn’t have enough players to fill the slots for locally-trained players it will have to leave those slots empty. If the club has more than eight such players, any surplus player will have to take up one of the 17 remaining slots, leaving fewer slots for players who are not home grown."
