He was because he knew we could aim for the top. There was no cartel controlling world football then. He didn't fare so well when he had to work under Mike Ashley's stipulations did he? I wouldn't think any agreement with the PL would be worth a jot if it was made under duress, was unreasonable in terms of competition/investment into a business or just plain illegal. I wouldn't be surprised if the PL are going along with dragging the Man City alleged breach situation out because they know a) Man City would be able to successfully challenge it for some reason and b) if a successful challenge happened it would open the floodgates to teams like us, Villa, Everton, plus anyone previously clobbered, having reasonable recourse to put their own cases forward. I imagine Man City are happy enough to let things carry on as they are, while at the same time it keeps the shyster clubs like Man Utd, Chelsea, Arsenal, Liverpool and Spurs happy and less likely to want to split off to some god awful super league, damaging the PL product.
