It's not an exact weight limit but a min and max weight, I think. It is, but as Dave said they were always saying "lightest ever" even over a decade ago so they were surely stretching the limit already... probably been nowhere left to go for a while.

That's what is so insane about it, they have spent years wanting a World Cup, spent years preparing for it, spending so much money and time building new grounds, facilities, revamping whole cities etc etc etc ... and it's a stupid mass produced plastic horn that is ruining part of the experience.
