It looks like the European ruling starts from next season and is a rolling 3 year period and you can have a £38 million loss over that period than it's reduced to £26 million for the next 3 years then it will be reduced again. Still, it means that from next season things should become a lot easier as large transfer fee's and wages will cause some clubs problems.
