I'd say so. Completely different player to the Everton Rooney and the Rooney of the first 2-3 years at Man Utd. Back then he was actually exciting to watch. 2-3 years ago it was clear he was developing (maturing?) as a player but I'd say he has merely stagnated and not fulfilled his potential whatsoever.
