That's basically what the entire WTO thing is about, Saudi Arabia's refusal to allow this to happen. If the individuals are Saudi I can't imagine they would get a fair trial in Qatar, considering the open hostility between the two nations. They would have to be prosecuted by a neutral, within a neutral country.

So were Bein the only bidders the last time around for the tv rights? If not, why would it matter what they choose to do next time round? Up to them if they bid on it or not. Moreover, what was the criteria for picking them if there was more than them bidding last time?

Basically he is saying (worked for the WTO for a number of years if you look at his bio) either the Saudis or Quatar can appeal the findings of the report; and as such the report would not be sanctioned until that appeal had been concluded.
