The more I think about it, the more I reckon it's just because it's an imported car. Probably hasn't had the registration changed properly or some shit. As recently as August it was on different plates to what it has now.

"Fraudulent Driving Offenses" sounds horrible to fair. Hopefully its something as simple as you both had mentioned.

 

Just find that wording of the offense to be fucking awful.

I don't know UK law at all but this is what came to my mind, didn't he recently have a case where he claimed he wasn't the one driving?

The fact his car was seized points at it being an insurance offence. The fact that the police have inicated he was arrested on suspicision of committing fraud offences suggests he's possibly knowingly given incorrect details when he applied god his insurance.
