You should know as well as I do that a lot of these things gain momentum behind closed doors. If Howe made noises to other clubs he was open to leaving it might gain some traction. Similarly clubs might have asked him privately and he's said he's happy where he is. Clubs are also more likely to go for managers where there will be minimum resistance/compensation. I've no doubt there would be plenty of takers for Howe if he became unemployed due to his achievements the last few years, but we're all guessing to an extent due to lack of concrete info. Guessing of course, but that's potentially because we have ample room for growth within the rules. Hopkinson's CV makes a lot of sense in that regard.
