They haven’t announced capacity, nor have the government and they are just telling large numbers of people they have refunded their tickets. With the earlier refunds the email mentioned having priority for resales, the most recent ones don’t. Absolutely shocking the way it has been done but I wouldn’t expect anything less from UEFA
