Not delved into it but if SCR is equally as imbalanced as PSR (in that it is and will always be easier for some to comply with/exploit than others) then who gives a shit, really?

The biggest difference is the availablity of prime regeneration land less than a kilometre from St Andrews, which is Council owned and allocated in their local plan, specifically not for housing (unlike say Forth Yard in Newcastle). It's right there waiting for a project like this to come along. And, as you say, who knows how viable their vision actually is.
