The issue i believe is that it's Santos's centenary year so the club didn't want to be seen to sell such an icon of theirs until the following year... Barcelona have put a deposit down for Neymar and if the deal doesn't happen it costs Neymar's agent around £10m+ or something silly...

You can still sign deals for players. It's just not really in effect until the windows open, at which point you're allowed to officially register the player as your own. Don't see why more clubs don't set up pre-window deals tbh. Probably due to the risk of injury for the buyers or the selling club turning fans against them whilst that player is still playing for your team...
