They call it an emergency loan but it's different to the emergency GK loan that you are probably thinking of. The football league sides have been able to loan players (not exclusively GKs) out of the January window (til March iirc) for some time now. FIFA or UEFA didn't like it and wanted to put a stop to it but they've earned a reprieve for the next one or two seasons for now.
