Im not known as the prince of the obvious around these here parts for nothing

league attendances are massively inflated by giving away free tickets to schools and local grassroots teams etc and those tickets are counted towards the gate whether they are used or not. The difference here is that the gate receipts have to be shared for cup games so they aren't allowed to give away tickets is my understanding but that could be completely wrong
