Well that still frame is very deceiving to be honest but if we're going to use that as evidence we can see that the ball is above Almunia, who is diving at Rooneys feet. Regardless of whether he was falling over or not, Almunia went for the man and not the ball. Penalty. In real life Almunia slid over much faster and Rooney was running at a fast speed, hence the keepers lack of judgement and the probably of Rooney losing momentum. You could even argue that Rooney has his eyes on the ball, not Almunia so he wasn't as aware of him coming in at his feet. The fact is that Almunia went for the ball, missed in a big way and took out a falling Rooney. He didn't even have to come up like he did since Rooney was heading away from goal.
