Yeah the consistency is all over the place, it's a pipe dream to stop the diving, but at times refs encourage it with the inconsistency.

Because they’re all different people. You can never have consistency with refereeing decisions week in, week out in every game. The only way to do that is to get AI machines reffing the games.

Or just make it a rule that if the ref thinks it's a dive, then blow for a freekick and book him. Don't play on and tell them to get up.
