He might not, as there's no guarantee City would sell him straight away. In fact it would probably be in his interests to go direct from Ipswich to a new club as he could get a bigger signing on fee due to the lower transfer fee. Buy back clause only really work in this situation when they're the only club that have it and they can subvert the market - in this case it seems there's a relegation clause open to everybody so there's no advantage or leverage to be exploited.
