The vague phrasing seems very much intended to hint at there being some sort of malice at work and that Spurs have been the victim of some sort of foul play, but the refusal to say what exactly he's talking about means he can't really get in trouble for it. Honestly considering some of the dumb questions that get asked of managers to get a rise out of them I can't believe that, as far as I've seen, not one has had the balls to get him to explain what he doesn't think was fair and equal.
