Im definitely in this camp now btw. Make the capacity whatever it needs to be so I can get a season ticket. Not arsed on what the actual number is.

This gets overlooked too much in discussions about attendance. West Ham regularly get 60k these days. Other clubs have underestimated future demand, we really need to capitalise on this and push to the 75-80k mark IMO.

Best mate used to work for city council in their land/property dept. His mate still does. He’s asked the question a few times and all he gets in return is a laughing emoji and nothing else, guessing NDAs galore. Suffice to say it’ll break soon enough. 
 

Imagine it’ll be a land swap, aka SJP created into green space paid for and maintained by the club as an agreement for the new build.

They could have an agreement with the Freemen subject to planning permission being granted, that could be done privately without the land registry record needing to be updated.

 

Depending on the council's scheme of delegation, which I can't be bothered to look up, it's likely that a decision over selling council owned land would need to be made publicly. I know the Freemen own Castle Leazes but I think Leazes Park is owned by the council?

 

They could potentially have agreement with council officers that they will recommend the sale or lease of the land to the club, but it's likely that the final decision would be need to be made by a council committee in public.

Leazes Park is owned by the Freeman of Newcastle, and they make a big deal out of it being so. I also believe they own the SJP land, however the council are in charge of day to day running of both.

A conditional land deal could definitely be done privately then.
