As far as I can see in the rules this only applies to a pulling/holding offence. We might want to make sure we know what we are talking about before claiming a decision is correct or not (not talking about you specifically btw) I stand to be corrected here as have only had a very quick check

What is the exact rule like? As that definitely starts outside the box, but there is also contact inside the box. I've seen it given both ways recently and it feels like the rule changes on any given day.
