If I'd made that decision in my game today I'd probably have been beaten up.

I suppose they're trying to avoid scenarios like Leeds and Boston where they went into administration after already being relegated, and avoided any real penalty.
Pretty sure that's deemed unsporting behaviour.
If they're 2m away it's fine. Otherwise they'd be cautioned for failing to respect the required distance at a restart
