I get a strong feeling his role will be to oversee the development of reserves, development squad, U18, U16 so there will be a chance for players to achieve the next level and move up to the first team squad. I believe it has been a shambles as in the Brighton result in the FA Cup where lesser players just proved how utterly shite they are and the gulf between 1st team and the rest is massive. If you apply for a kids ST they want to see the birth certificate. Don't see any problem whatsoever in politely asking folk to prove they are indeed disabled. Effectively costs NUFC upwards of £750 (in main areas, Leazes / Gallowgate) to cater for each disabled supporter/helper in lost / reduced revenue. I genuinely don't see the problem. In fact I'm pretty sure they asked my Ma to provide evidence way back in the day. (She didn't need a helper though)

I'm not sure Carroll is all that good a footballer when the ball isn't hit long, certainly not as good as many on here seem to rate him. Plus Ian is right, when you have a massive striker in your team the ball tends to end up being hit long far more often whether planned or not. When the Club put their faith in Pardew it is a sensible (potential) signing to make. The perfect player for the managers tactics.
